OPEN HOUSE - Proposed HSC Winnipeg outpatient clinic conversion

HSC Winnipeg is proposing to convert the existing Ellen Douglass School building into an outpatient clinic building. The existing clinics would be relocated from around the HSC Winnipeg campus to a single location, including clinics such as; diabetes, rheumatology, and endocrinology.

This project would renovate the interior and exterior of the existing building without increasing its size. The West parking lot would be reconfigured to add additional accessible parking spaces, and the William Parkade would be used by able patients and staff. No loading would be permitted on Elgin Ave., and instead a new loading area would be provided along the East side of the building alongside the new HSC Women’s Hospital. No new curb cuts are required, and no existing trees would be removed.

The property is currently zoned as R2 (Residential Two-Family) and would need to be rezoned to EI (Educational and Institutional) in order to allow a clinic to occupy the building. This will be submitted as a rezoning application (DAZ) to the City of Winnipeg in early 2018.
