Winnipeg Health Region's President & CEO announces new patient flow targets

Arlene Wilgosh tells Winnipeg Chamber of Commerce the new regional goals are designed to ensure patients get "the right care, in the right place at the right time."

Winnipeg Regional Health Authority's President & CEO Arlene Wilgosh announced today five patient flow targets for the region designed to ensure patients get the care the need as quickly as possible and don't spend unnecessary time in Emergency Departments.

"These targets are clear. These targets are measurable. Meeting these targets will require all of us working in the system to be innovative, ready for change and accountable while maintaining patient safety as our number one priority," Ms. Wilgosh said during a speech to the Winnipeg Chamber of Commerce. "When waits across the system - whether they are in an emergency department or elsewhere - get to be too long, patient care suffers."

The targets, which were adopted by the Region's Board of Directors during their November meeting, focus on Emergency Departments, where patients usually initially present within the hospital system. They call on the region to ensure by 2015 that:

  • Ninety per cent (90%) of all non-admitted patients are to be treated and discharged from emergency departments within 4 hours;
  • Ninety per cent (90%) of admitted patients are to be treated and discharged from emergency departments within 8 hours;
  • No patient is to be in an emergency department for longer than 24 hours;
  • All ambulances are able to off-load patients within 60 minutes; and
  • All non-emergent visits to emergency room make up no more than twenty per cent (20%) of all ED visits.

"In order to meet these goals all our health care providers must work together to better integrate and coordinate care," she said. "From the Emergency Departments to the in-patient units, to the care provided in the community and in our long-term care facilities. These targets belong to all of us."

Ms. Wilgosh also highlighted a number of other initiatives recently undertaken designed to improve patient flow, including the Bell Hotel partnership with Manitoba Family Services and Housing, Centre Venture and the Main Street Project, the city's two QuickCare Clinics and the stationing of paramedics 24/7 at the Main Street Project.
