WRHA Strategic Plan

This plan represents our commitment to finding as many ways as possible to work together for each other and our community. 

We didn’t create this plan on our own. We’ve known from the beginning of this process that for the plan to be successful, it needed to be informed by the people we work with and serve, who have a stake in a healthier community and a stronger Winnipeg Health Region. 

Overview of the 2026-2031 Strategic Plan 

Our 2026-2031 plan builds on the foundation set out in WRHA’s 2023-2028 plan, which confirmed a new mission, vision and values, as well as four priority areas: Our Team, Our Care, Our System, For All. Our plan will continue to evolve as we improve our organization, our partnerships, and the health care services we provide, as well as address the constraints and challenges we have been facing.

Shaping Our Plan 

When developing our original 2023-2028 Strategic Plan, we undertook an unprecedented amount of stakeholder and community engagement for our organization, completing over 100 engagement activities where thousands of employees, members of the public, community organizations and service partners provided input as the plan was developed.

Co-Developed Indigenous Health Action Plan 

We are focused on building relationships with First Nations, Métis and Inuit-led organizations and communities, and increasing engagement with the WRHA Indigenous Health team. In 2024/25, consultations with Indigenous-led and Indigenous-serving organizations strengthened our focus on equity across the Strategic Plan. Over the next five years, the WRHA will advance activities and initiatives across each of the Indigenous Health Operating Model’s core functions: 

  • Service Delivery and Equitable Access
  • Respond to, and Dismantle Racism
  • Relationships, Engagement, and Partnerships
  • Patient Advocacy, Culturally Safe Care, and Wellness Services
  • Education, Cultural Safety Training, and Knowledge Application
  • Indigenous Representative Workforce Growth
  • Governance and Accountability 

This is part of the WRHA’s commitment to meaningful reconciliation, to close the gaps in equity of access, quality and health outcomes for Indigenous Peoples and addressing racism in our systems and care environments.

Everything we do is focused on helping people achieve their best possible health. We work alongside people and their communities to improve health and well-being together. We want the people we work with and serve to have a voice in their own care and in the health of their community.

We provide the best health care to every person we serve.

Together, we care. We provide compassionate, timely, and quality health services when and where people need it most. We work alongside patients, clients, residents, and families to support healthier lives and stronger communities.

Goals and Priorities

Our Care

We continue to place our patients, clients and residents, our staff and our community at the centre of all we do. They deserve a strong, safe and responsive health system that empowers them to become advocates for their health and well-being, while fostering a collaborative approach to improving our health system.

Our Team

Our team is the foundation of the Winnipeg Health Region. An engaged and healthy workforce is essential to supporting healthy people and communities, and is a critical part of providing the best health services to everyone we care for.

Our System

To deliver an effective and efficient health care system today and for generations to come, we must innovate and optimize our service delivery in collaboration with our partners, patients, clients, residents and the public. We will incorporate the goals outlined in the provincial Seniors Strategy and Mental Health and Addictions Strategy, and focus on strategies designed to increase access to health services and improve system flow.

For All

There are many people and communities who face barriers to accessing health services in our region, and we need to do more to better understand, anticipate and meet the needs of the diverse populations we serve. We will align our work with the Truth and Reconciliation Commission of Canada’s Calls to Action and deliver care in a manner that accounts for race, culture, age, language, gender identity, sexual orientation, ability, family status and religion or beliefs.


How We Track Progress

The Winnipeg Health Region is committed to showing clear progress toward our strategic goals and the provincial priorities set by MHSLTC and MHAH. Under The Health System Governance and Accountability Act, we maintain a five-year Strategic Plan and an Annual Operating Plan that outlines what we will do each year, the resources needed, and the results we expect to achieve.


Feedback

Feedback from patients, families, and the community helps inform decision-making, strengthen services, and ensure accountability across the health system. We listen in many ways, including through the WRHA Patient and Family Advisory Council, Service Experience Survey, Client Relations, comment cards, and daily safety huddles at care sites. Together, this feedback helps us understand people’s experiences, identify emerging issues, and improve care and services.

Each year, we report our progress on our plan through the WRHA Annual Report, as required under Section 38(1) of The Health System Governance and Accountability Act. The annual report outlines achievements, planned activities, and risks for the year ahead, and is publicly available for Manitobans who want to see how the health system is performing.
